Strategic Plan

The COA Strategic Plan for 2015-2019, available here, includes four priority areas:  Membership, Visibility, Advocacy, and Local Branches.

Vision

The Commissioned Officers Association of the U.S. Public Health Service is the vibrant, proactive, nationally-recognized member-based organization that supports and advocates for the PHS Commissioned Corps and its active duty, reserve, and retired Officers.

Mission

Protect and enhance the public health and safety of the United States by supporting and advancing the interests of the Commissioned Corps and its Officers.

Goals

  1. Maximize and strengthen membership
  2. Increase recognition and understanding of the Commissioned Corps’ role in advancing public health
  3. Encourage Legislative and Executive branch decisions that advance public health, the Commissioned Corps, and the interests of COA members
  4. Strengthen the nationwide network of Local Branches

Goal 1:  Maximize and strengthen membership

Objectives:

  1. Increase membership of active duty and retired Officers
  2. Improve communication with members
  3. Increase the value of membership through member benefits
  4. Provide social and professional activities for members to network
  5. Improve the process for joining and renewing membership

Goal 2:  Increase recognition and understanding of the Commissioned Corps’ role in advancing public health

Objectives:

  1. Empower membership to submit op-ed articles, letters to the editor, etc., to highlight public health activities, accomplishments, and issues facing the Commissioned Corps
  2. Advance and promote the Commissioned Corps’ role in critical public health issues facing the Nation through advocacy, presentations, and publications
  3. Solicit and disseminate stories of interest highlighting activities of individual Officers
  4. Develop clear and consistent positive COA messages (branding COA)
  5.  Engage the media (broadcast, print, online, social media, etc.)
  6. Inform and educate the public (Main Street, sister services, current/former Officers, retirees)

Goal 3:  Encourage Legislative and Executive branch decisions that advance public health, the Commissioned Corps, and the interests of COA members

Objectives:

  1. Build and enhance relationships with other uniformed service advocacy organizations to cooperatively promote and support uniformed service initiatives
  2. Build and enhance relationships with members of Congress to support initiatives that advance public health and the Commissioned Corps
  3. Build and enhance partnerships with other public health organizations (American Public Health Association, American Medical Association, American Dental Association, etc.)
  4. Build and enhance relationships with Department of Health and Human Services (HHS), Office of the Surgeon General (OSG), and other members of the Executive Branch
  5. Build and enhance relationships with CPOs, PACs, advisory groups, Operating Divisions /agencies, non-HHS agencies
  6. Empower membership to engage in advocacy that supports public health and the Commissioned Corps
  7. Achieve and maintain benefit parity with members of the armed services

Goal 4: Strengthen the nationwide network of Local Branches

Objectives:

  1. Provide guidance for branch structure and operations.
  2. Provide Branches with guidance and information to effectively implement and advance National COA goals
  3. Ensure Branches are active and viable
